Comment on the decision by Indonesia in the anti-dumping investigation on large-diameter welded line

Anti-Dumping Committee of Indonesia (KADI) has recently decided to impose a substantial anti-dumping duty on large-diameter welded line pipe produced in Japan. This decision is unjustifiable.
Even though KADI has concluded that imports of large-diameter welded line pipe from Japan do not cause or threaten to cause any injury in Indonesia, KADI says that imports of such product have retarded the establishment of the large-diameter welded line pipe industry in Indonesia. However, large-diameter welded line pipe from Japan to Indonesia is a high quality product that cannot be produced in Indonesia. Moreover, there were almost no imports of such product from Japan in Indonesia during the investigation period. Therefore, it is evident that the Japanese imports are not hampering the establishment of an Indonesian industry.
Japanese steelmakers fully cooperated with KADI in its investigation and repeatedly asserted that no injury in any sense had been caused. But KADI has concluded to the contrary without showing any justifiable evidence. This conclusion is totally unfair and is incompatible with WTO rules.
KADI’s decision is completely unacceptable. Japanese steelmakers will discuss measures to solve the problem with the Government of Japan.
The problem will be left to the Ministry of Finance of Indonesia for final decision. We strongly request that the ministry will hand down a fair judgment based on the WTO rules.
